Clifton Breaks Ground on Tennessee’s First Modular
Water Treatment Plant — And We’re Proud to Have
Helped Lay the Foundation
The City of Clifton has officially taken a major step forward with the groundbreaking of
Tennessee’s first modular drinking water treatment plant — a project that will significantly
improve water quality, reliability, and long-term capacity for the community.
For a small town like Clifton, this isn’t just another construction project. It’s a long-term
investment in public health, infrastructure stability, and future growth. Coop & Berry Land
Prep TN was honored to play a role in the early stages of this important work by completing the
site preparation and earthwork needed to get the project started.
What the New Clifton Water Treatment Plant Will Do
The new facility is designed as a modular, future-ready water treatment plant, meaning it can
be expanded over time as demand increases. Instead of rebuilding from scratch years down the
road, the City of Clifton will be able to add capacity in phases — saving money and reducing
disruption.
Once complete, the plant is expected to treat up to 1.5 million gallons of drinking water per
day, drawing from the Tennessee River. It will use advanced ceramic membrane filtration
technology and modern treatment systems designed to improve water quality and help remove
contaminants, including PFAS compounds that have raised concerns nationwide.
This project also includes:
● A new intake structure and raw water transmission lines
● Finished water lines for distribution
● High-service pumps and a clearwell
● Electrical, control, and laboratory spaces
● Parking, access drives, and supporting infrastructure
Together, these upgrades will provide Clifton with a more reliable, safer, and more resilient
water supply for decades to come.
Funding and Long-Term Impact for the Community
The project is supported by funding through the Tennessee Drinking Water State Revolving
Fund, including a low-interest loan and loan forgiveness made available to help disadvantaged
communities complete critical infrastructure improvements.

Our Role: Site Preparation & Early Groundwork
Before construction of the treatment plant itself could begin, the site needed to be properly
prepared to support a complex public utility facility.
Coop & Berry Land Prep TN began work on the project in November 2025 and completed our
scope in early 2026, ahead of vertical construction. We were brought onto the project by
Bowen Engineering, the engineering firm awarded the project, after building a strong local
reputation for dependable excavation and site work.
Our scope included:
● Clearing the project area
● Mass grading to establish proper elevations
● Rough grading of topsoil for the facility footprint
● Hauling off excess material
● Erosion control to protect surrounding land and waterways
Proper site preparation is critical for infrastructure projects like this. Stable grades, controlled
runoff, and well-prepared building areas help ensure that everything built afterward — from
foundations to utilities — performs as designed for the long haul.
